GoHighLevel Call Routing: Ring Your Team First, Then Voice AI or Voicemail

Short answer

HighLevel evaluates inbound calls in a set order: IVR or workflow routing, Voice AI set to answer directly, owner-based routing, team member devices and "Ring More Team Members" (up to six extra users), then the forwarding number, then a backup of Voice AI or voicemail after the timeout. HighLevel suggests about 20 seconds as a starting timeout; too long and a carrier's voicemail may answer first. A configured forwarding number does not always get the call first, because a contact's assigned user can take priority. The setup path is Settings > Phone System > Phone Numbers > Edit Configuration, with Voice AI deployed separately under AI Agents > Voice AI. Most "we lose calls" problems are routing problems: the phone rings the wrong person, rings too long, or runs out of options. HighLevel gives you the pieces to fix that, but the order they are evaluated in is not obvious. This guide summarizes HighLevel's own Inbound Calls: IVR, AI, Routing & Call Flow article, as checked October 11, 2026.

In what order does HighLevel route a call?

Layer What happens
IVR / workflow routing If an IVR or workflow controls the number, it handles the call
Voice AI set to "Answer calls directly" The agent can answer before the human flow
Owner-based routing The number's owner or the contact's owner can get the call first
Team and device routing Eligible user devices and extra team members ring
Forwarding destination The external or business number is used
Backup After the timeout: Voice AI or voicemail

The surprise is the third row. HighLevel says a forwarding number does not automatically receive every call first: if the caller matches a contact assigned to a user, that user can be rung before your general forwarding number.

How do you set up "team first, AI second"?

HighLevel lists this exact pattern ("Try Humans First, Then Voice AI"). In summary:

  1. Go to Settings > Phone System > Phone Numbers, open Edit Configuration for the number.
  2. Pick the team member and which of their devices can ring: web app, mobile app, personal phone number or a SIP deskphone.
  3. Optionally turn on Ring More Team Members (up to six more users ring at the same time; the first to answer gets the call).
  4. Add an external forwarding number if needed.
  5. Set the Incoming Call Timeout. HighLevel suggests about 20 seconds as a starting point.
  6. Pick a backup: Voice AI or voicemail.
  7. Under AI Agents > Voice AI > your agent > Deploy, choose Use as backup.
  8. Review Advanced Settings: Call Connect, Whisper Message, caller ID and "Prefer forwarding calls to".

For the Voice AI half, including Working Hours, see our after-hours Voice AI setup guide.

What are the settings people get wrong?

  • Timeout too long. If your own cell rings for too long, its carrier voicemail can answer before HighLevel reaches the backup. HighLevel suggests reducing the timeout and testing how fast your carrier's voicemail picks up.
  • Timeout too short. Your team may not have time to answer.
  • Call Connect off. It makes the receiving person confirm the call, which helps stop an answering machine counting as a human answer.
  • Owner routing surprises. Check "Prefer forwarding calls to" (Contact's Owner or Phone Number's Owner) if calls land on someone unexpected.
  • Voicemail audio. For custom greetings HighLevel recommends a properly prepared MP3 or WAV file.
  • Call recording. If you record, make sure notices and consent follow the laws that apply to you.

How do you test it?

HighLevel's own advice is to place test calls from both a known contact with an assigned user and an unknown caller. We would add: let one call ring out to confirm the backup fires, and one call during and outside Voice AI Working Hours. Note that recording and phone minutes cost money; the rates are in our pricing breakdown.

What about text back for calls nobody answers?

Routing decides who answers. A missed call can also trigger a text, which wins many callers back; see the missed call text back workflow and the setup guide. Estimate what this is worth with the calculator.

FAQ

Does HighLevel ring my phone first or the AI first? Your choice. "Answer calls directly" lets Voice AI go first; "Use as backup" lets your team go first and the AI answers after the timeout.

Why does the wrong person get my calls? Owner-based routing can take priority over the forwarding number. Check the contact's assigned user, the number's owner and "Prefer forwarding calls to".

How long should the timeout be? HighLevel suggests roughly 20 seconds as a starting point, then adjust.

Is there a maximum call length? Yes, calls are disconnected after two hours.
