A2P 10DLC Campaign Helper and Pre-Submit Checker
What it does
Fill in your business details, what you text, and how people opt in. The helper drafts the text for every campaign field: use case description, sample messages with opt-out language, opt-in flow, consent checkbox wording, STOP and HELP replies, and the SMS sections for your privacy policy and terms. As you edit, it checks each field against the rejection codes HighLevel documents and the field limits in Twilio’s docs, and builds a pre-submit checklist. It’s for US businesses registering a 10-digit local number, and for agencies doing it for clients.
How to use the helper
- Enter your business exactly as registered. For a Standard Brand, copy the legal name from your IRS CP 575 or 147C letter. If you text under another name, add it as a DBA: the helper then adds HighLevel’s DBA sentence to the description and uses “Legal Name DBA Brand” in your consent wording and policies.
- Pick what you’ll text. Informational covers missed-call text-back, replies, reminders and service updates. Choose informational + marketing only if you’ll also send offers, because that needs a second, separate consent checkbox.
- Tick every way people opt in. Reviewers have to be able to see each one, so add a link to hosted screenshots for verbal, paper, QR code or keyword opt-in.
- Edit the drafts until they describe your real program. Fix every red ✗ and read every amber “!”. Then copy each box into HighLevel’s Trust Center (Settings → Phone System → Trust Center), and the privacy and terms sections into your website before you submit.
- Work through the checklist. Most rejections come from mismatches between the brand, website, samples and opt-in flow, which no text box can catch on its own.
What reviewers check, in one paragraph
HighLevel’s best-practices article puts it simply: your campaign should “tell one consistent story”, covering who sends (brand), why (use case), who receives and what they can expect (description), real examples (samples), how people consent (opt-in flow), a working website for the registered business, and public privacy and terms pages (HighLevel: Campaign Approval Best Practices). Twilio’s docs add concrete limits: a description of 40 to 4,096 characters, an opt-in description that lists every method, and 2 to 5 sample messages of 20 to 1,024 characters that name the brand and use square brackets for variable content (Twilio: Gather the Required Business Information).
Where the generated wording comes from
| Field | Based on |
|---|---|
| Consent checkboxes | HighLevel’s two checkbox texts for marketing and non-marketing consent, with your business name and message types filled in. HighLevel says the business name should match your CP 575 or 147C and the non-marketing box should name the same message types as your description. |
| Privacy policy SMS section | HighLevel’s required non-sharing clause, plus frequency and “message and data rates may apply”, which Twilio lists for privacy policies TCR accepts. |
| Terms SMS section | HighLevel’s terms clauses: business identity, STOP and HELP, carrier liability, frequency and rates, and a privacy policy link. |
| STOP and HELP replies | HighLevel’s required fixes for codes 30887 and 30890, and Twilio’s opt-out message guidance. |
| Opt-in confirmation | CTIA’s guidance for recurring programs: program name, how to get help, how to opt out, frequency, and charges. |
| Sample messages | HighLevel’s code 30893 fix (marketing as sample #1 and informational as #2 for mixed campaigns, brackets for variables, business name and opt-out language) and Twilio’s sample-message rules. |
Rejection codes the checker looks for
These are from HighLevel’s rejections and required fixes article (modified September 9, 2026). To see your own campaign’s reasons, open it in Trust Center and click View required fixes → next to each one.
| Code | Problem | How the helper handles it |
|---|---|---|
| 30909, 30917, 30896 | Opt-in can’t be verified, not every method is described, or offline opt-in has no hosted proof | Describes each ticked method and asks for a screenshot link |
| 30913, 30923, 30925, 30931 | Marketing consent bundled with other consent, required, pre-checked, or impossible to decline | Separate optional checkboxes; flags pre-checked wording |
| 30924 | Consent text missing message type, frequency, rates or STOP | Checks every consent text for all four |
| 30932 | Privacy policy suggests opt-in data is shared for marketing | Adds the non-sharing clause; flags “sell” or “buy leads” wording |
| 30887, 30890 | STOP reply or HELP reply incomplete | Checks brand name, confirmation and contact details |
| 30893, 30911 | Samples unclear, off-topic, identical, or copied into other fields | Checks brand name, STOP, brackets and duplicates |
| 30892, 30963, 30964 | Public link shorteners or http:// links | Flags both anywhere in your text |
| 30912 | Looks like personal messaging, not A2P | Names your texting software in the description |
| 30918, 30915 | DBA doesn’t match, or an LLC registered as Sole Proprietor | Adds the DBA sentence; flags entity names on Sole Proprietor brands |
| 30971, 30881 | Personal email domain on a Standard Brand | Flags Gmail, Yahoo and similar domains |
| 30910 | Non-English text | Flags non-Latin scripts |
| 30940–30958 | Disallowed and SHAFT content (adult, alcohol, firearms, tobacco, cannabis, gambling, debt and loan offers, third-party lead generation and others) | Won’t draft copy if you tick one in step 4 |
A note on missed-call text-back
A text-back fires after someone calls you, not after they fill in a form. The CTIA’s principles describe a “conversational” category where the consumer starts the exchange by text, and say that otherwise a consumer should agree to receive informational texts when they give their number (CTIA Messaging Principles, section 5). A missed call is neither one exactly, so describe how callers actually agree to texts in your opt-in flow, and ask HighLevel’s A2P support if you’re unsure before you submit. Some fields, including the use case and opt-in message, can’t be edited on resubmission, so a wrong guess can mean starting a new campaign. Our HighLevel A2P 10DLC registration guide walks through the whole process, and the missed call text message generator writes the text-back itself.
For agencies registering clients
- One brand per campaign. Each client registers under its own legal business, with its own website, policies and contact details. A campaign that mentions several companies is rejected (code 30926).
- Don’t frame it as lead generation. “Third-party lead generation” is on HighLevel’s disallowed list (code 30951). Each campaign should describe the client texting its own customers.
- Use the client’s details everywhere. The email and phone in the client’s privacy policy and terms should match the brand registration, and opt-in screenshots must show the client’s exact registered name (code 30927).

Does this tool guarantee my A2P campaign gets approved?
No. It drafts wording and flags common problems from HighLevel’s and Twilio’s published guidance. Carriers and their registration partners make the final decision, and HighLevel says passing its own AI compliance review doesn’t guarantee approval either.
Can I use [First Name] in A2P sample messages?
Yes. HighLevel and Twilio both ask you to show variable content in square brackets, such as [First Name] or [Date]. What HighLevel says not to include are custom fields or values, so don’t paste merge fields like {{contact.first_name}} into samples.
Does every sample message need “Reply STOP to opt out”?
HighLevel asks for opt-out language in at least one sample and your business name in at least one. Twilio’s quickstart says to show an opt-out mechanism in every sample, and its field docs say to name the brand in every sample, so the helper does both.
Do I need separate checkboxes for marketing texts?
Yes, if you send both. HighLevel requires distinct, optional, unchecked checkboxes for marketing and non-marketing messages, and submitting a form can’t depend on agreeing to texts (codes 30913, 30923, 30925, 30931).
Is anything I type sent to Peace Call?
No. The helper runs entirely in your browser. Nothing is sent, saved or tracked, and the .txt download is created on your device.
