Three details matter for pricing:
- A2P fees start when you submit, whether or not the campaign is approved. Since February 1, 2026, resubmissions are free.
- Inbound texts cost money too. Every customer reply is billed at the SMS rate plus the carrier's inbound fee.
- A fixed 5% markup applies to pass-through charges (A2P fees, SMS carrier fees, and a few others) at the sub-account level, but only when rebilling is enabled.
Pricing worksheet: a hypothetical plumbing client
Here's a cost-plus worksheet. The usage numbers are invented for illustration: replace them with your client's call log. We assume 150 outbound and 150 inbound text segments a month, Verizon carrier fees on every message (other carriers cost slightly more or less), 600 minutes of calls forwarded to the owner's cell, a Low Volume A2P campaign at the top of its fee range, and 10 clients sharing a $297 Unlimited plan.

Add the $22.50 one-time A2P fee to your setup charge. Then pick a price that covers your time. Replying to client questions, fixing a rejected A2P campaign, and editing messages all take time that the worksheet doesn't show. At a hypothetical $147 a month with usage bundled in, this client leaves about $90 a month before your labor. At $197, about $140.

There are three common models. Which ones you can use depends on your plan.
- Flat fee, usage included (any plan). Usage is charged to your Agency Wallet, which HighLevel always charges first, and you set one monthly price. It's simple for the client, but a busy month eats your margin, so set a fair-use limit in your agreement. If the wallet goes negative, HighLevel says LeadConnector services are temporarily halted until a payment reloads it.
- Rebill at cost ($297 or $497 plan). The client's card pays their own usage at HighLevel's rates, and you charge a flat service fee on top. With rebilling on, the fixed 5% pass-through markup applies to items like A2P and carrier fees.
- Rebill with a markup ($497 Agency Pro). You set a multiplier on usage, so usage itself becomes margin. HighLevel's pricing guide describes markup rebilling as part of SaaS mode.
To turn on rebilling for an existing client, HighLevel's path is Agency View → Sub-Accounts → Manage Client → Rebilling. The sub-account stays On Hold with restricted access until the client adds a payment method. How do you set it up for each client?
Build the service once, then copy it. A repeatable setup looks like this:
- Build a template sub-account. Add the text-back workflow, a repeat-caller rule, text templates, tags, and a reply pipeline.
- Save it as a snapshot. In Agency View → Account Snapshots, create a snapshot from the template.
